HRMS Section:
This section is responsible for upkeep of Service Records, Personal Files & Leave records of all non-gazetted staff of DMW (Except Accounts and RPF) i.e. Entries of Annual Increment, Promotion, MACP, Award/Punishment in Service Record and keeping relative documents into their Personnel File & Leave posting entries in their Leave Account. This section deals with personal transaction cases under Railway Services Conduct Rules, 1966. Service verification for pensionary benefits is the duty of this section. This section also deals with other cases like Change in Name, HBA interest, Verification of education acquired after joining in Railways, Verification of Caste, Leave Encashment, Award/ Punishment Detail, Checking of data from applications fed by applicants applies for selection posts by their Service Record. Recruitment & Settlement Section:
This section co-ordinates in the matter of timely payment of settlement dues to the retiring officers and staff of all departments (expect Accounts & RPF) as also in death cases. This section deals with the direct recruitment to Group ‘C’ & erstwhile Group ‘D’ posts under various quotas & this section also deals with appointments against compassionate grounds. Engagement of candidates as Apprentices under the Apprentices Act, 1961 for imparting training in DMW/Patiala is the job of this section. This section is supervised by Sh. Confidencial Cell:
This section deals with confidential issues pertaining to selection & non-selection all gazette & non-gazetted staff, Suitability of gazetted officers for their promotion up to the level of JA Grade (ad-hoc basis), Suitability of non-gazetted staff for promotion to the post of Sr.Tech. & Tech. Gr.-I & Suitability tests in Compassionate Appointment cases. This section is supervised by Smt. Vandana Puri, Chief OS. Her office contact no. 6736.
Pass & General Section:
This section deals with compilation and submission of various statements to Railway Board as also co-ordinating in the matter of sending replies to Parliament Questions. Accountal of T&P items is maintained. This section also deals with issue of Medical & UMID cards. All general requirements of personnel deptt.including stationary items are catered by this section. Dispatch & Policy section deals with maintenance of policy instruction pertaining to the establishment matters. Necessary correspondence in this respect is also done by this section. Copies of IREC Vol.-I & II, IREM Vol.-I & II, RS (DA) Rules, 1968, RS (Conduct) Rules, 1966, RS (Pass) Rules, 1993, RS (Pension) Rules, 1993, Master Circulars, Compilation of various administrative instructions issued by Railway Board from time to time and data (both in hard and soft form) are held by this section. Centralized work of preparation of Privilege Passes/PTOs to the officers and staff working in PLW (except RPF & Accounts). All complimentary passes and special passes are being issued to the retired employees on the same day. This section is supervised by Smt. Neeraj Bhalla, Ch.OS and Sh. Daljit Singh, Ch.OS. Welfare Section:
This section is responsible for implementation of various welfare policies in PLW. Monitoring of various funds viz. SBF, EBS etc is the job of this section. Liaison with Staff Council is the duty of this section. The proceedings and minutes of these meetings are not open to public. All advances such as House Building Advance & Personal Computer Advance cases are dealt in this section. It maintains all documents, various registers & budget for advances etc. This section is supervised by Sh. Gurpartap Singh, CS&WI. His office contact no. 6726.
Liaison (Reservation) Section:
This section monitors the implementation of various reservation provisions in PLW. Formal vetting of all proposals for filling up of vacancies on promotion as well as direct recruitment from reservation angle is done by this section. Liaison with SC/ST and OBC association is the duty of this section. The proceeding and minutes of these meetings are not open to public. This section is supervised by Sh. Yash Paul, S&WI. Gazetted Section:
This section deals with selections, promotion of Group ‘B’ staff, postings, transfers and other related correspondence of Group ‘A’ & ‘B’ officers. This section is supervised by Smt. Savita Puri, Ch.OS. Her office contact no. 6732.
Legal Cell:
Legal cell of Personnel Department is entrusted with job to deal with court cases arising out of establishment matters and others. Legal cell deals with court cases filed by staff and any other person in District Court, Hon’ble CAT, High Court & Supreme Court of India. Legal cell also files appeals in Hon’ble High Court & Supreme Court if the decision of the lower court contravenes the policy of Railway Board. Besides above, Legal cell also provide guidance in cases pertaining to RTI Act, 2005. This section is supervised by Sh. Lalit Mohan Monga, Law Officer. His office contact no. 6728.
D&AR:
All disciplinary action cases against all non-gazetted employee and gazetted officers are monitored by this section. Besides tracking status of the D&AR cases after allotting Serial Index No. from the Control Register being maintained here, this section also vets the NIPs before being issued by the Disciplinary Authorities. This section also serves as policy section of D&AR matters.
Bill Section:
Preparation of monthly salary bills, feeding of data and timely payment of salary to all employees of DMW (except RPF & Accounts) in association with EDP Centre, which generates computerized salary bills 100% payment of salary through bank. Calculation of interest on all types of advances and recoveries of the same. Regular salary to officers, ministerial staff and supervisors of workshop is paid on the last day of the month. Regular salary to all other technical staff (artisans) is paid on 9th of the following month. Bills are prepared in two parts 1st for non-technical and 2nd for technical staff. During the month, work of first tour is done 6th to 23rd and work of second tour is done from 24th to 5th of the subsequent month. During the whole month all the work related to regular salary bills, supplementary bills, incentive, TA and all other type of work related to payment to staff is done by Bill Section. Simultaneously, the work relating to Income Tax, PLB, Issue of Form 16, DA arrears is also performed in co-ordination with Accounts Deptt.and EDP Centre. This section is supervised by Smt. APAR:

Staff Canteen: As per statutory provisions contained in section 46 of The Factories Act, 1948, a staff canteen has been provided and maintained at PLW/Patiala. The canteen provides Tea, Snacks as well as Meals to the workers and staff of other offices on official duty to PLW/Patiala at concessional rates. Staff Club: An elected body of staff run the staff club which provide indoor, outdoor games facilities to the children and staff of PLW. A swimming pool has also been provided in the staff club. Library facility has also been provided by the Staff Club. Subscription for membership is Rs. 10/- per month. Moreover grant admissible from Staff Benefit Fund is also being given to the institute.
Staff Club organizes cultural functions from time to time during the important events like Lohri, Basant Panchami. In addition to that annual sports function is also being organized. There are 11 Elected members in the Staff Club out of which 06 members are office bearer.

Holiday Home: There is no room of Holiday Home which is controlled by PLW/Patiala.
