PROCEDURE FOR APPLYING FOR COMPASSIONATE GROUNDS APPOINTMENT
The application for appointment on compassionate grounds in the format as shown below at B-I & B-II, along-with documents to be attached, check list of which is also given below at A, must be submitted to Staff & Welfare Inspector concerned, Welfare Section of DMW/Patiala.
A) CHECK LIST OF DOCUMENTS TO BE ATTACHED TO THE APPLICATION FOR APPOINTMENT ON COMPASSIONATE GROUNDS.
1. Proof regarding applicant relationship with the Railway servant
2. Death certificate in prescribed form in original or attested copies of the same.
3. Copies of FIR in the case of Missing Railway employee and Final report.
4. Attested (by a Gazetted Officer) copies of Educational and Technical certificates including proof of DOB of the applicant. In some cases original certificates are required (It would be guided by the Staff &Welfare Inspector concerned).
5. Attested (by a Gazetted Officer) copies of caste certificate, if any, of the applicant.
6. Three photographs of the applicant duly attested by a Gazetted officer.
7. Declaration/Undertaking for proper maintenance of the other family members (as per Performa shown below).
8. Certificate of character in the form as shown below.
9. Any other document as per guidance of the Staff &Welfare Inspector concerned.

The following broad points are for the knowledge of families seeking Appointment on Compassionate Grounds: -
Normal time limit for appointment on compassionate grounds is five (05) years from the date of occurrence of the event entitling the eligible person to be appointed on this ground.
This period of five years may be relaxed by the competent authority, subject to the following: -
i) The case should not be more than twenty five years old as reckoned from the date of death.
ii) The widow/widower of the deceased employee should not have remarried.
iii) The benefit of compassionate appointment should not have been given at any time to any other member of the family
iv) The circumstances of the case should be such as to warrant relaxation of the time limit of five years.
Offering of compassionate employment is not a matter of course. The financial condition of the family of the deceased employee is also kept in view while considering such requests. Since the object of C.G. appointment is to give immediate financial assistance to the bereaved family to tide over the financial crisis, while giving appointment on this ground it is not necessary for the administration to give employment as per qualification of the candidate or status of the deceased employee.
In the case of partially medically de-categorized staff who seeks voluntary retirement: spouse/ward of such employees will be considered for appointment on compassionate ground subject to their eligibility to the post.{C}{C}
Educational qualification possessed by the ward/spouse of the ex-employee at the time of submission of application for compassionate ground is only to be considered.
No consideration of Compassionate Ground appointment in the case of casual labour. However, the GM can exercise his personal discretionary powers for giving appointment to eligible and suitable wards of such casual labour on compassionate grounds as Casual labour (fresh face)/ substitutes who dies in harness after having been assigned temporary status or who dies due to an accident while on duty provided the casual labour concerned is eligible for compensation under the Workmens Compensation Act 1923.
Normally the persons seeking appointment on compassionate grounds should fulfill the conditions of eligibility regarding age and educational qualifications prescribed for appointment to the posts or grade concerned. However, the upper age limit can be relaxed on merits of the cases. The lower age limit of 18 years for appointment in Govt. can be relaxed up to one year with the personal approval of the GM. Relaxation of the lower age limit beyond one year will require the approval of the Ministry of Railways.
Matriculation is the minimum educational qualification for erstwhile Group D. However, in case of appointment of a widow/wilfe not fulfilling the requirement of prescribed qualification, she can be appointed in Pay Band-I with Grade Pay Rs. 1800/- provided the appointing authority is satisfied that the duties of the post, erstwhile group D, against which she is being appointed can be performed with the help of some on job training. The ward, not in possession of prescribed qualification cannot be appointed.
In terms of RBE no. 145/2014, 12th (+2 stage) or is equivalent examination passed candidate may be considered for appointment as office Clerk, PB-1 Rs 5200-20200+ GP Rs 1900/-
The Suitability test for Group C posts comprises the Written test & Verification of documents (to be conducted on the same day), while only Verification of Documents is conducted for erstwhile Group D posts.
